DL from www.silverex.org - it's called XChat 2, is just like X-Chat, but is free... and legal.

Ty dex.

That always confused me. The wording at the top of the page to me seems like its just the developer of X-Chat, and directing you to the X-chat page.

The official Windows version is indeed not free. However it is open source and silverex is so kind to take the hassle of compiling it and distributing the binaries. So silverex legally distributes the official, full version for free. It's a bit of a weird construction, but iirc, X-Chat developers claim it takes extra work to compile on Windows and thus they ask money for it but their license forces them to make it free software.

Having tried to compile the sources I can confirm it does take extra effort on windows :P
